Personally have a 256 24 m2 air. For web devs and very simple Unity games, its great. It struggles a bit with my company's project (a very complex 2.5d game) If you ask me, i would never recommend 8gb for dev/programming stuff, unless you know exactly everything you gonna do is fairly not too demanding.
8GB is plenty for almost all use cases. Only extremely RAM-saturating tasks like 4K video rendering seem to benefit from 16GB RAM. Seriously, it’s fast. Not only are the M1 Macs faster, cooler, and have better battery life than pretty much any comparable rival, they manage to do it with half the standard amount of RAM.

The size of apps and software does not grow so significantly over time, the main space hogs is media (video and photo). Use the $300 to buy some other gear and you will be better off for the money. Also do some deeper research about if you need the 16gb either.

If you need more you can always sign up for a cloud storage service like OneDrive, Google Drive, DropBox, iCloud, etc. or get an external HDD. My advice is : don't waste time trying to figure out which category you fall into, because you likely fall partly into both. 256gb is enough for the average person. If you want more, you can get a USB-C
